NOTICE of RACE

1. RULES

1.1 The regatta will be governed by the rules as defined in the current The Racing Rules of Sailing (RRS), the prescriptions of US Sailing and Class Rules and Conditions of the USODA, Laser International Class Association (LICA), and C420 class.
1.2 When there is a conflict between this NoR and the Sailing Instructions, the Sailing Instruction and any amendments to the Sailing Instruction shall apply. This changes RRS 63.7.
1.3 RRS Appendix P shall apply. P2.2, “Second Penalty” is changed to: “Second and Subsequent Penalties.” The following is added to the end of the first sentence of P2.2: “unless the penalty is signaled after the competitor finishes, in which case the competitor shall promptly notify the race committee that the competitor is retiring.” P2.3 is deleted.

2. ELIGIBILITY

2.1 Regatta is open to boats of the C420, Laser, Radial, 4.7 and Optimist classes with a minimum of six boats registered.
2.2 Eligibility is limited to youth ages 8-18. Optimist competitors must have been born on or after January 1, 2002.
2.3 Individual or family membership to US Sailing Association is required. Memberships may be paid on site or paid online at www.ussailing.org.

3. ENTRIES

3.1 Competitors shall enter by completing the online registration (www.edsonsailingcenter.org) or by delivering a completed and acceptable written entry form with payment to the Organizing Authority prior to 1700 Friday, October 20, 2017.
3.2 All sailors must be checked in prior to 0859 Saturday, October 21, 2017.
3.3 No registrations without a sail number and contact information for the responsible parent/guardian/coach will be accepted.
3.4 Boats shall race with the sail number that was entered on their registration. A boat wishing to change that number shall submit a written request to the Race Committee prior to 0900 hours on Saturday, October 21, 2017. Revised sail numbers may only be used upon written permission granted by the Race Committee or the OA and as posted on the Official Notice Board prior to 0945 on Saturday, October 21, 2017 and prior to 0800 on Sunday, October 22, 2017.
3.5 A boat failing to comply with SI 3.4 shall be subject to a protest hearing which may result in a DSQ.

4. CLASS STREAMERS

4.1 Colored class streamers, as provided by the OA at time of shore check-in, shall be displayed from the top of each boat’s rig for the following fleets:
         4.1.1 Radial Laser-Blue
         4.1.2 4.7 Laser-White

5. FEES

5.1 Fees for entries received prior to 8:00 PM on October 17 shall be $70 for single-hand; $100 for double-hand.
5.2 Fees for entries received after 8:01 PM on October 17 shall be $120, single-hand; $175, double-hand.

FREE Registration w/ donation of usable IOD mast, boom or sails; Laser Radial sails or spars if pre-registration is completed by midnight, October 12.
Fee includes lunch both days for registered participants. Adults & siblings may purchase tickets online for Sunday lunch.

6. SCHEDULE

6.1 1630 Friday, October 20, 2017 Check-in opens. Sail changes may be done at this time.
6.2 1830 Friday, October 20, 2017 Check-in closes for the day.
6.3 0745 Saturday, October 21, 2017 Check-in opens. Sail changes may be done at this time.
6.4 0900 October 21, 2017 Check-in closes.
6.5 0945 Saturday, October 21, 2017 Competitors’ meeting followed by special meeting for Green Fleet.
6.6 1030 Saturday, October 21, 2017 Scheduled time for first warning of the day except for Green Fleet.
6.7 1100 Saturday, October 21, 2017 Scheduled time for first warning of the day for Green Fleet.
6.8 1700 No first warning after this time on Saturday, October 21, 2017
6.9 0900 Sunday, October 22, 2017 Scheduled time for first warning of the day for all classes.
6.10 1300 No first warning after this time on Sunday, October 22, 2017.

7. ICE CREAM RACE

There will be a special “Race for Ice Cream” for the Green Fleet. The day and time will be determined by the PRO of the Green Fleet and an ice cream cone flag will be displayed for this race.

8. MEASUREMENT

The only measurement requirement is that the competitor ensures by their entry that their boat and equipment complies with applicable class measurement rules.

9. SAILING INSTRUCTIONS

Sailing Instructions will be available online by 1200, October 1. It is recommended that families print their SIs at home. Printed copies will be available at check-in. Sailing Instructions and Amendments will be posted on the Official Bulletin Board.

10. VENUE

The regatta venue will be at 13001 N. Cleveland Avenue (US 41), North Ft Myers. All races will be on the Caloosahatchee River.

11. SCORING

11.1 Scores will be recorded for the Green Fleet in compliance with USODA and posted in sail number order,
11.2 The low point scoring system as described in RRS A1 will apply.
11.3 When fewer than six races have been completed, a boat’s series score will be the total of all her races.
11.4 When six races have been completed, a boat’s series score will be the total of her races scores excluding her first worst score.
11.5 One race shall constitute a series.

12. SUPPORT BOATS AND COACH BOATS

In support of safety for all competitors, coach boats shall be register in advance on-line (www.edsonsailingcenter.org) and be identified with numbered flags provided by the OA at the registration/check-in desk. Only rostered, official coaches are eligible to display the numbered flag. Any boat not displaying a flag is asked to remain at least 200 yards from the racing area.

13. RADIO COMMUNICATION

13.1 No boats shall carry any communication devices such as VHF or cell phones.
13.2 Coach and support boats shall carry functional VHF radio and cell phones for communications with the RC and OA.

14. PRIZES

14.1 Prizes will be given to the following fleets that meet the minimum required fleet size of six boats.
         14.1.1 Red-White-Blue Opti Fleets,
         14.1.2 C420,
         14.1.3 Laser, Laser Radial and Laser 4.7 Fleets
         14.1.4 Participation Medals will be given to Green Fleet competitors.

15. DISCLAIMER

Competitors participate entirely at their own risk. See RRS 4. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta. An online waiver must be signed by all competitors and their parent/guardian.

16. FURTHER INFORMATION

16.1 All sailors are asked to bring reusable water bottles to reduce waste.
16.2 All sailors are required to check-in at Sailor Check-in BEFORE 0900, October 15, 2017.
16.3 Service Dogs in “uniform” always welcome; NO pets at venue (County regulation).
16.4 Please observe the No Alcohol, Vaping or Tobacco products policy (County regulation).

19. CAMPING/RV PARK

ESC is pleased to offer overnight parking for RVs and campers at 884 Moody Road, North Fort Myers. PortaLets and some docking are available. There are no water or electric hook-ups on site. Contact Ross 239-841-7677 for availability.

20. TRAILER STORAGE & VALET PARKING

Valet parking for trailers is offered at the venue. Please follow directions of Volunteers & Safety Directors. Additional trailer storage is available at 884 Moody Rd., and in designated, posted areas. The hotels and restaurants request that parking spaces be used by vehicles only.
