River Romp supports Clean Regatta practices under Sailors for the Sea
1.1 The regatta will be governed by the rules as defined in the current The Racing Rules of Sailing (RRS) and the prescriptions of US Sailing
1.2 The notation “[DP]” in a rule in this Notice of Race means that the penalty for a breach of that rule may, at the discretion of the Protest Committee, be less than disqualification.
1.3 The notation “[NP]” in a rule in this Notice of Race means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1(a).
1.4 Appendix P and Appendix V will apply as amended in the Sailing Instructions
2.1 Regatta is open to boats of the C420, Laser Radial, Laser 4.7 and Optimist classes with a minimum of six boats registered.
2.2 Eligibility is limited to youth ages 8-18. Optimist competitors must have been born on or after January 1, 2004. Please reserve Green Fleet for sailors with less than 2 years’ experience.
2.3 Individual or family membership to US Sailing Association is required. Memberships may be paid online at www.ussailing.org
3.1 Competitors shall enter by completing the online registration ( www.edsonsailingcenter.org ).
3.2 All sailors must be checked in prior to 0859 Saturday, October 19, 2019.
3.3 No registrations without a sail number and contact information for the responsible parent/guardian/coach will be accepted.
3.4 [DP][NP] Boats shall race with the sail number that was entered on their registration. A boat wishing to change that number shall submit a written request to the Race Committee prior to 0900 hours on Saturday, October 19, 2019. Revised sail numbers may only be used upon written permission granted by the Race Committee or the OA and as posted on the Official Notice Board prior to 0945 on Saturday, October 19, 2019 and prior to 0800 on Sunday, October 20, 2019.
3.5 A boat failing to comply with (3) 3.4 shall be subject to a protest hearing which may result in a DSQ.
3.6 Registration for the Optimist Green Fleet shall be limited to 100 entrants.
3.7 Registrations for the Red, White & Blue Fleets shall be limited to a combined total of 100 entrants.
- CLASS STREAMERS
4.1 Colored class streamers, as provided by the OA at time of shore check-in, shall be displayed from the top of each boat’s rig for the following fleets:
4.1.1 Laser Radial-Blue
4.1.2 Laser 4.7-White
5.1 Fees for entries received prior to 8:00 PM on October 12 shall be $70 for single-hand; $120 for double-hand
5.2 Fees for entries received after 8:01 PM on October 12 shall be $125, single-hand; $175, double-hand
5.3 No registrations will be accepted after 12:00 Noon (EST) on Friday, October 18,2019.
5.4 Fee includes lunch both days for registered participants. Adults & siblings may purchase tickets at Sailor Check-in.
5.5 Registrations entered after October 1, 2019 are not guaranteed a t-shirt.

6.13 Ice Cream Race for the Opti Green Fleet. Date and time will be determined by the PRO of the Green Fleet and an ice cream cone flag will be displayed for this race.
The only measurement requirement is that the competitor ensures by their entry that their boat and equipment comply with applicable class measurement rules.
- SAILING INSTRUCTIONS
Sailing Instructions will be available online by 1200, October 10. Families are requested to print their SIs at home. Families without printer capacity should contact the OA to request a printed copy no later than October 15, 2019. Sailing Instructions and Amendments will be posted on the Official Bulletin Board. River Romp strives to adhere to the components of the Sailors for the Sea Clean Regatta.
The regatta venue will be at 13001 N. Cleveland Avenue (US 41), North Ft Myers. All races will be on the Caloosahatchee River.
10.1 Scores will be recorded for the Green Fleet in compliance with USODA and posted in sail number order,
10.2 The low point scoring system as described in RRS A1 will apply.
10.3 When fewer than six races have been completed, a boat’s series score will be the total of all her races.
10.4 When six races have been completed, a boat’s series score will be the total of her races scores excluding her worst score.
10.5 One race shall constitute a series.
- SUPPORT BOATS AND COACH BOATS
[DP] In support of safety for all competitors, support and coach boats shall register on-line ( www.edsonsailingcenter.org ) and be identified with numbered flags provided by the OA at the registration/check-in desk. Any boat not displaying a flag is asked to remain in the designated areas shown on the course diagrams while boats are racing. Support persons are to monitor their course VHF channel and assist if requested by the Race Committee. U.S. approved life jackets shall be worn by all coaches, safety & support boat personnel. Launching facility locations will be posted on the ESC website and directions/parking information provided upon arrival.
- RADIO COMMUNICATION
12.1 No (competitor) boats shall carry any communication devices such as VHF or cell phones.
12.2 Coach and support boats shall carry functional VHF radio and cell phones for communications with the RC and OA.
13.1 Medals will be given to the following fleets that meet the minimum required fleet size of six boats
13.1.1 Red-White-Blue Opti Fleets,
13.1.3 Laser, Laser Radial and Laser 4.7 Fleets
13.2 Green Fleet competitors will receive a specially-designed t-shirt for their fleet. Registration must be completed on or before October 1, 2019, to be guaranteed a t-shirt.
Competitors participate entirely at their own risk. See RRS 4. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta. An online waiver must be signed by all competitors and their parent/guardian
- FURTHER INFORMATION
15.1 All sailors and families are asked to bring reusable water bottles to reduce waste. Clean Regatta policy.
15.2 Service Dogs in “uniform” always welcome; NO pets at venue (County regulation.) Even though local hotels may accept pets in rooms, please keep pets in the hotel rooms for their safety as well as the safety of our sailors and guests.
15.3 Please observe the No Alcohol, Vaping or Tobacco products, or weapons policy (County regulation.)

- TRAILER STORAGE & VALET PARKING
Please follow directions of Volunteers & Safety Directors as you enter the venue. Trailers must be moved as quickly as possible to maintain traffic flow (this is a public park). Do NOT leave your vehicle or trailer unattended. The hotels and restaurants request that parking spaces be used by vehicles only.
